Have you or the VPN server admins looked at the VPN server logs for help? If this is a PPTP VPN connection? Remember you need to open/forward TCP Port 1723 through any firewall or router the server is behind. From what I have read about this, Windows Server 2003 web edition only allows one incoming VPN connection. I imagine that this would also be true when using your Win 7 machine as the server. The solution is to upgrade to Standard edition of Windows Server 2003 which has a limit of 1000 connections.
